The mist is absolutely incredible, it gives a real sense of depth very quickly thanks to how the foreground objects are sillhouettes compared to the obscured shadows in the background. The lonely aircraft drifting over the scene gives a general feel of surveillance as it is alone, without the text.
As for the backstory itself, unfortunately, I can honestly say that I don't find the concept too far fetched. It's not a matter of if for me, it's when. Naturally, it's a striking piece, and would work out very well as a full fiction - which I am sure it actually is, I've only seen this picture once, and haven't done much scouting around about it.
Long story short, I like this. A lot. It's absolutely remarkable.
